GOV. ROBERT Ehrlich Jr. must have known the anti-air pollution plan he unveiled last week wouldn't win the approval of the state's environmentalists - let alone his two Democratic rivals in next year's election. It didn't. The spokesmen for environmental groups wasted no time. "Insufficient," said the Chesapeake Climate Action Network.
