Maryland winery owners must be wondering what they've done to antagonize state officials. Photo no longer available

First, Comptroller William Donald Schaefer - trying to ward off an impending lawsuit over Maryland's discrimination against out-of-state wineries - rescinded their permits to deliver wine directly to restaurants. To fix the damage from that, legislation was introduced allowing wine producers from any state to deliver wines directly to restaurants here. The assumption was that only Maryland wine producers would be able to do this. Unfortunately, this legislation angered the distributors, who feared a loss of income if these wines...
