The retirement of Sen. Paul Sarbanes has given Maryland a rare opportunity to put a fresh face in the U.S. Senate. Mr. Sarbanes is finishing 30 years there, and his colleague, Sen. Barbara Mikulski, has been there for 20 years.
Republican Lt. Gov. Michael Steele feels he is the fresh face Maryland needs, but for us the decision is about more than making a change. It's also about substance, and the better candidate is Democratic Rep. Ben Cardin.
Mr. Steele, to his credit, has generated new enthusiasm in the Republican Party and has been an excellent campaigner. But the lieutenant governor seems more eager to portray...
