If one issue symbolizes endless dithering by the county's General Assembly delegation, it's changing the clumsy and controversy-prone way this county picks members for its Board of Education. If new County Executive John Leopold - a supporter of a compromise plan that nearly squeaked through the General Assembly - can get his former colleagues in the legislature to improve the system, he really will have accomplished something useful.
