When it comes to downtown fire prevention, it's not as if Annapolis' politicians and department heads don't know what should be done. The problem is that their primary options are expensive and there's a limit to how much state funding they can get, and how much they can expect from city taxpayers and property owners. So they must concentrate on their single best option - and that would be a plan to mandate sprinklers downtown. Such legislation is expected to be submitted at the City Council's February meeting.
