Whenever a new administration takes office, staff changes quickly follow. That's what is happening in state government now that Martin O'Malley has been elected governor. And that's what is happening on the county level now that John Leopold has been elected county executive. Find Us On Facebook
While we expect new leaders to assemble their own team, we don't expect them to send off the old guard with bonus checks. So it troubles us that seven holdovers from the Janet Owens administration got as much as $12,000 each when they were replaced by Mr. Leopold.
