When attempting to stall growth in areas where facilities are overtaxed, the county has traditionally denied permits to developments that would put further strain on road and school capacity. The principle makes a lot of sense - until it gets in the way of coping with a rapidly expanding county workforce.
Former county executive Janet Owens steadfastly refused to grant waivers to developments that would send more students to schools already at capacity. So frustrated developers turned to alternative housing - specifically, age-restricted developments that can be built without intervention by county government.
