Editor's Notebook:Top school officials need independence Robinwood is online

Gov. Martin O'Malley is a Democrat and County Executive John Leopold is a Republican, but there are many things on which they agree. A recent Capital News Service story pinpointed one more: Both think elected executives - not school boards - should appoint school superintendents.

On a radio show, Mr. O'Malley was questioned about his strained relationship with state school Superintendent Nancy Grasmick. He replied that he, not the state Board of Education, ought to be the one to appoint the superintendent.

Mr. O'Malley was mayor of Baltimore last year, when Ms. Grasmick tried to use the federal No Child Left Behind Act to take over...
