SCHOOL CONSTRUCTION - We appreciate the county executive's effort to secure more money for school construction, but we are amused at his translucent attempt to upstage the County Council. County Executive John Leopold did not set aside any money in his capital budget for feasibility studies of several school projects. By not funding the studies, the county stood to lose out on matching state funds and thus delay even more a backlog of $1.5 billion school projects.
