REGISTRATION - One definition of "embarrassed" - valid every four years - is to be passionately concerned about a presidential election but to realize too late that you are <i>not</i> registered to vote. There may be some Marylanders about to be embarrassed this way on Nov. 4, as about 1 million state residents were not registered, at least as of earlier this week, and the deadline is coming up fast. It's this Tuesday, Oct. 14. By that date, new voters will either have to have their application in the mail and postmarked, or will have to drop it off at a board of elections office.
