Vice Adm. Rodney P. Rempt had just finished giving an analysis of sexual misconduct at the Naval Academy when reporter Earl Kelly asked if he could look at the case files. "I'm sure we can get you those reports," the academy's superintendent assured the reporter.
Sure? A more accurate answer would have been: "We really don't want these reports to get out, Earl, because they're none of the public's business. I know your little newspaper doesn't have the expertise or money to fight us, so we'll just wear you down."
