When a fishery declines, those who relied on it for their livelihood are hit hard. That may be obvious but, when it comes to the Chesapeake Bay, the point can use some underlining. Sometimes we talk about the bay as if the principal victims of its slow death by nutrient poisoning were crabs and oysters.
So Environment Maryland deserves credit for producing a report on how the bay's watermen have been hurt by the decline of the Chesapeake fishery. That is an interesting contention, that watermen are not responsible for the State's failure to regulate fisheries. Since DNR does not like to do anything that upsets watermen (such as limiting harvest effort)one wonders why they should be absolved from blame on that front. Can we then agree that it is bad idea for DNR to require MWA approval before it implements policies? Otherwise, watermen are partners in this failure.
