County officials have more than enough problems within the nearly 590 square miles within Anne Arundel County's boundaries. They generally don't yearn to extend their powers further. But if County Executive John R. Leopold could somehow project his authority to a patch of ground outside Anne Arundel, we're pretty sure where it would be: the 65-acre Millennium Inorganic Chemicals landfill along Fort Armistead Road in Baltimore City, immediately north of the county line.
