Politeness sometimes requires that you say things you don't think are true. That may be why a long-awaited letter from the federal Environmental Protection Agency, sketching out penalties for state and local governments that don't meet Chesapeake Bay cleanup goals, has such sentiments as: Find Us On Facebook
"EPA is confident that the jurisdictions will fully support and meet their planning and target load commitments on schedule." Don't ask us what such confidence stems from. You can't derive it from a quarter-century of procrastination by the bay states on meeting voluntary pollution reduction goals. The EPA...
