When the three most compelling witnesses gave their heart-rending testimony at last week's hearing on a bill that would strengthen Maryland's vehicular manslaughter laws, House Judiciary Committee Chairman Joseph F. Vallario Jr., D-Prince George's, conveniently left the room.
Vallario missed the slideshow of a horrific accident caused by excessive speed, racing and off-road driving that killed a man. The driver got off by paying two tickets.
Vallario did not hear the Baltimore County couple whose 15-year-old son died in front of their home when hit by a van going over 60 mph in a 30 mph zone. The mother struggled...

Maybe, just maybe, the cops can try and enforce the laws already on the books. Neither a ticket, nor jail time can undo a vehicular death. The time to punish the errant driver is before they are involved in a deadly accident.
