ANNAPOLIS, Md. (AP) _ Gov. Martin O'Malley painted a picture of fiscal agony on Tuesday if his budget plan fails to pass in a special session. It was an ugly Maryland landscape, the governor drew, with poor people unable to get health care, neglected foster children and closed police barracks.
The governor, who is pushing for a broad tax package to quickly fill a $1.7 billion hole and find $400 million for transportation projects, outlined a potential "Cost of Delay" budget nightmare that would include an $866 million slash in funds to local governments and $800 million in state cuts.
