Grand jury hears testimony in Dixon case BALTIMORE (AP) — A Baltimore City grand jury has begun hearing testimony in the state prosecutor's investigation of Baltimore Mayor Sheila Dixon. A prominent developer and several people wearing city employee identification badges were among the witnesses called Monday. Developer Pat Turner was seen exiting the grand jury room Monday afternoon. Turner owns Turner Development Group, which is developing the Silo Point condominium project in Locust Point.
