Kevin Kubit has a theory about the slackening of striper catches in the upper bay - and the more I think of it, he just might have a point. Kevin sells fishing tackle at Anglers Sports Center and fishes when not selling. He also is among the first to admit the catching of upper bay rockfish is sliding downward a bit.
