When chumming and you discover you're doing more feeding than catching; simple, just toss out less chum. The fish will stay around -and the catching continue.
When live-lining and the fish are feasting on the baits without getting hooked, it would be counterproductive to put out fewer baits. You've got to learn to be quicker on the trigger - though all the practice in the world won't guarantee...
