Probably within the week Maryland's Ocean City/Assateague Island and Chesapeake Bay flounder fishermen are going to get some disturbing news as the Department of Natural Resources finalizes plans for flattie fishing in the state. Expect appreciable cutbacks in regulations this year; it's payback time for exceeding our quota of fish big time last year. If as they say misery loves company we won't be alone - all but Virginia, Delaware and New Jersey topped their quotas last year - so most states face penalties (Rhode Island will have to pay up for a 41 percent overcatch).
