The DNR's Fisheries Service Monday night will put on the table two proposals to regulate the spring catch-and-release trolling fishery for rockfish. Trolling in this fashion has grown in recent years, and so have questions about the potential side effects of handling and dragging a 30-plus pound, pre-spawn cow rockfish through the water.
