SWAT team kills 2 dogs in raid on mayor's home

BERWYN HEIGHTS, Md. — A SWAT team raided the home of a Washington, D.C.-area mayor, killing his two black Labrador retrievers and seizing an unopened package of marijuana delivered there.

Prince George's County Police said Berwyn Heights Mayor Cheye Calvo brought a 32-pound package of marijuana into his home that had been delivered by officers posing as delivery men. The Tuesday evening raid was conducted by county police narcotics officers and a sheriff's office SWAT Team.

The package was addressed to Calvo's wife, Trinity Tomsic. His mother-in-law had asked the supposed delivery men to leave the package outside. Calvo has not been charged, though police said he, his wife and his mother-in-law are "persons of interest" in an ongoing investigation.

"We never opened the box. We have nothing to do with this box," Calvo said.

Sheriff's office spokesman Sgt. Mario Ellis says deputies "apparently felt threatened" when they shot the dogs.

Calvo said officers entered about 7:30 p.m., first shooting 7-year-old Payton. They then pursued 4-year-old Chase, who ran away and was shot by police from behind, he said.

Calvo said he doesn't have any idea how the package ended up at his house. He called the raid "the most traumatic experience" of his life.

Calvo, who called his town "Mayberry inside the Capital Beltway," gets a small stipend as mayor and works at the SEED Foundation, a nonprofit that runs public boarding schools for at-risk students. His wife works as a state finance officer.

"These were two beautiful black Labradors who were well-known in the community. We walked them twice a day; little kids knew their names and would come up to them and pet them," he said.

How, when the cops had days to set up this sting, did they know nothing about this family? Shouldn't the fact that he was a pillar of the community with no criminal record, and not a felon with a violent past, factor into the cops' engagement plan? They didn't even do enough investigating to discover he was the mayor! If they had spent 10 minutes on Google, they would have realized that they probably didn't need to bring in the SWAT team.

So it's OK to kill dogs the cops percieve as threats. Well, teenage boys and girls could be percieved as a threat too...or ALL males above the age of 10. The 'Rules of Engagement' for cops has expanded and it's not good. But if I see a KNOWN VIOLENT CRIMINAL coming towards me with a gun I'm not allowed to do anything but run....even on my own property. This is one sad state of affairs we've allowed. The Militarisation of our police has to stop. Do we see our beloved State Troopers acting this way? No indeed! They are professionals.

The "he says" is referring to the mayor, which doesn't mean jack. If they did not have a warrant then it would be mentioned by someone other then the mayor.

what I understand from the lastest story on the news is the search warrent was not signed by a judge. And PG County Police are bullies .... shoot first ask questions later, it's been that way for decades! I watch the news I know PG County Police use their wepons more then anywhere else in the state. There needs to be a federal investigation into the PG Police force!

This is a growing problem across the country ? it is far too easy for police to say they ?felt threaten.? What makes matters worse, is that no one ever holds them accountable ? no one ever questions their methods. I for one have seen first-hand how police will try to shoot to kill an animal that is, for one, chained up, and fenced in. How can you say that the officer is at risk? How can an officer say that he/she is at risk when the owner of the pet is able to control the pet? If they will shoot your pet, they will shoot a person. I understand that there are situations that warrant deadly force, but I doubt they know the difference ? I doubt they even care. I?m sorry that this happened to your Mayor, but maybe now he will see how others are treated. Maybe now something will be done to start controlling the two-legged beast.

What do they have to apologize for? You can't Monday-morning quarterback them. They had probable cause and received a signed search warrant from a judge. A package containing over $30,000 in marijuana was intercepted and they posed as delivery men. They felt the need to do a "no-knock" entry, which the Supreme Court has ruled is their discretion.



Everyone can say the dogs are just labs but when the dogs perceived their owners to be in danger they could act 100% different. I don?t believe the mayors account that his dogs were being pursued. He was at gun point and had to walk BACKWARDS down the stairs with his hands above his head. Where did he have all this time with over a dozen police in his house to pay 100% attention to his dogs?



Where do you feel the police went wrong? They were 100% within the law. They had a signed warrant covering them and regarding the shooting if they felt in danger they could shot the dogs. Its not if YOU feel in danger it was if the officer feels in danger at the time. No where in there job description does it say they have to wait to get bite by an animal before shooting it. If the dog did attack them then they would have there attention divided dealing with an attacking dog while the residents could have retrieved weapons. What you know now is pointless. It is what information the police had at the time. Stop Monday-morning quarterbacking our police.

Kudos to the many readers who grasp the real harm that has been done. Even when Mike Vicks place was raided, no dogs were killed onsite. What kind of gun-happy cops were sent to the mayors house? The warrant was never given to the mayor until the next day and it was not the 'no knock' kind. This is a serious violation of exisitng laws. The cops were tracking the 2 guys who were later arrested. Why did they still go ahead in a bad bust? Again, I feel there's a lot more hope for this country based on the feedback from Capital readers who have written in here and expressed their views. There truly is a lot of 'stink' attached to this tragedy and I only hope the mayor and his family one day will again find some peace. Meanwhile, don't forget - if you get a package - leave it outside and call the Capital before you call the cops for advice.

The police did have the correct warrant. There is only one type that allows them to search a house for property, which is a "search warrant." Just because the mayor said they did not have the judge's permission to do a "no-knock" entry does not mean they are not allowed. The Supreme Court has already ruled in the past that police have the discretion to decide when to make a "no-knock" entry. Do not believe everything you read. The entire police investigation will come out with time but then you will never hear anything about it because it isn't of interest any longer.

Drug raid at Mayor's hous - 2008-08-07 12:09:03

well, it seems that no one is watching the news...The Mayor has been found to be innocent!!! They have arrested 2 people who are not even related nor known to the Mayor. They also enacted that raid with the wrong type of warrant. They did NOT have a warrant to bust in the door to his house. So, they busted his door in, killed his 2 dogs (labs), tied him up and left him laying in a pool of blood of one of his labs for three hours, tied up his mother in law only to find that he did not have any knowledge of what was in that package nor was he involved in any way with this illegal activity, and now the police department has said that they WERE wrong BUT will not apologize for this. I think it is time we ALL stand together with this Mayor and let the message be sent to the police that we will NOT take this anymore. The news has said that there is going to be a rally and I urge all of you to be there.

PG Co Always Kills Dogs - 2008-08-07 03:20:51

PG Co Cops are trigger happy Kill Dogs. They have a history of killing dogs during drug raids on innocent people - the last time they shot two small dogs in a yard that didnt even pose a threat they were just barking.

Its a sad statement if you have to kill a dog like a lab well known for their gentle behavior. And who cares if they found marijuana.

Do you think we could get them working on some of the murders instead of drug raids on innocent people?

Be glad you live in Annapolis and NOT PG County. I live in Fairfax and love our police force and I am happy I don't have a trigger happy Sheriff's Department to deal with in my hometown. But then again everything about PG Co MD is basically screwed up.

Needless drug raid - 2008-08-06 11:19:59

While everyone here has expressed valid points, the main fact that should not be overlooked is who ran the bust: the same force which takes prisoners to & from the courtroom and jail. The same jail which is under investigation for the murder of an alledged cop-killer. They are also known for midnight raids on homes looking for men who don't pay back child support. And some of these 'raids' can go south just as quickly and easily. Perhaps your county doesn't have a sheriffs dept like this. Again, it was not the P.G. police dept apparently who had the main oversight here. Everyone needs to understand that we live in a 'police state' now in which at any given moment and for any flimsy excuse, we can have our homes broken into legally by whatever entity perceives it to be a threat to the peace and tranquility of the area. What else can you make of this whole tragic affair? Drugs are one thing but they were planted there; no delivery person put them on the porch. At the very least, the civil rights of the mayor were trampled upon and the FBI should be called in to look at this matter.
Nobody should ever have had to be treated like this, regardless of what may or may not be known about the chain of events.

Based on the facts, as stated...the Police went into a home, in a prominant area, killed the family pets and arrested the occupants because of a box of Marijuana, which, by the way is State Decriminalized (although ruled by Federal) in 12 of the United States. How can this be totally justified.

First off, thank you Debbie F. & Kristina P. for defending others' opinions. Secondly, I've been around plenty of police officers that have been trained to shoot any 'creature' in a non life threatening place. I agree that the main question is why was this person having 32 pounds of marijuana delivered, but at the same time who cares? There have been worse crimes committed in this area. Far worse than having marijuana delivered to your home. Why aren't people as concerned about any of the homicides that have been committed in Annapolis? I know animals can be part of your family, but the people that were murdered were someone's family too. Why not stand up and fight for them as well?

Senseless drug raid - 2008-08-06 02:59:48

The drug raid on the mayors house was not carried out by county police. It was handled by the sheriffs dept, who normally work the courtrooms. And run the county jail. The same jail where a person was killed and nobody knows who did it or how they got in. A 'narc' put the package on the porch - not a delivery person. This was pure entrapment. The towns own police dept was never told of the 'raid' who may have been able to prevent this whole mishap. Innocent folks could have been shot. Shooting the dogs shows that the fools who did it are not trained to do police work. It's also come out that it's common for drug sellers to send drugs to folks who aren't home with the idea the buyer will pick them up and the homeowners never know their house was used as a 'drop'. I've instructed all members of my house to never touch any package left outside by any unknown sender. And by all means if you get a package like this - Do NOT touch it! Call the real cops first and ask for assistance.

Obviously, you have forgotten that you live in a democracy where laws are a result of the will of the people. My point is that it is silly to put people in prison and destroy their lives for ordering some marijuana. The benefit doesn't outweigh the cost. The person who is "close to you" didn't do anything wrong, only something that was against the law ~ they are not the same thing!

uh - they're not talking about hosta or ferns being delivered here - 32 pounds of marijuana sounds like quite a lot to me. Maybe enough to, oh - I don't know - sell? And isn't it still illegal to have marijuana in your possession or did I miss something? Someone very close to me is currently sitting in a detention center for having a lot less than 32 pounds on him so why should this obviously stupid mayor or his family be treated any differently? Was it a set-up? Who knows - that's for the lawyers to figure out - but arrested, embarrassed, handcuffed, scorned, thrown in jail? Most definitely.

The Real Story - 2008-08-05 01:46:37

The real story is that the police raided someone's house because they had some plants delivered. Give me a break. The government used my tax dollars to destroy the life of a mayor and his family over the receipt of some plants. I am outraged that people are more concerned with the well being of the dogs and not the fact that a prominent member of society raided, handcuffed, and scorned for ordering some marijuana. It appears the law enforcement professionals thoroughly failed in their preparation for this operation. Why was a SWAT team necessary? Had this family committed violent acts previously? Did they even have a criminal history to warrant such an attack force? Seems like an excessive use of force from the information currently available. Shooting the family dogs? That's just heartless. Guess we'll see if and when the rest of the story comes out.

Just because you might not believe in the opinions of others doesn't mean that you have the right to be condescending. Lord knows not everyone agrees with my views, and I sure don't always agree with the views of others, but either way neither side is right or wrong we are just expressing our individual opinions.

No one cares for dogs more than I do. But there have been FIVE MURDERS in Annapolis, that's right ACTUAL PEOPLE. There hasn't been nearly this outrage at that. Having a criminal's dog shot is outrageous. But so is ignoring the murder problem in Annapolis.

People seem to get more ignorant with time in our society... To the stupid person who said the police should shoot the dog in the "paw." Get real! There are reasons police are trained to shoot center mass. One of them is because it is a larg e target. Now you want police to shoot at something smaller than a human hand that is in motion? I would love to see you do that. Then if they missed and hit someone you would be yelling about that, but wait they were ATTEMPTING to shoot a dog's paw!?! The Capital is turning into the Washington Post, which is one of the most anti-law enforcement papers around. Everyone around here believes what they read. Where do you think the account of events came from. Do you seriously believe that the police stated they shot the dog as they "pursued" it. I don't think so. Instead you all believe the mayor who is having marijuana delivered to his house. The police do not release events to the media immediately but yet the media has to get the "news" out, so where do you think they get their information from...obviously prejudicial sources.

I grew up in P.G. County in the 70's. Getting beaten by the P.G. cops was a rite of passage. Say "Excuse me?" to a cop and you got a cocked pistol at your head.
Shooting dogs was also something that they did. A 'lost' cop pulled up to a friend's house on Mitchellville Rd. and shot their dog. If the homeowner hadn't been friends with the police chief nothing would have happened to the cop. The P.G. cop Thug mentality must stop. Citizens and their pets are NOT the enemy!

I completely agree with Fred A. from Belcamp. If a dog is running AWAY from you, how can you feel threatened? I could somewhat understand if it was an aggressive breed, but it's a black labrador. And if the officer did feel threatened, not that I condone this, but shoot it's paw or somewhere that wouldn't have been life threatening.
