WASHINGTON - House Majority Leader Steny Hoyer, D-St. Mary's, told young voters recently that "democracy isn't someone else's responsibility," in backing a plan for universities to offer voter registration when students sign up for class. Mr. Hoyer joined Rep. Chris Van Hollen, D-Montgomery, who made a surprise appearance, and other House Democrats to back the election law proposal.
