BALTIMORE — A grand jury indicted a Baltimore councilwoman and a prominent developer Wednesday, the first public corruption charges in a three-year probe of city finances that has targeted the mayor.
Prosecutors said Councilwoman Helen L. Holton, 48, took a bribe from developer Ronald H. Lipscomb in exchange for her approval of city tax breaks for a hotel and office building project he was working on.
Holton is charged with bribery, perjury, malfeasance in office and nonfeasance in office. Lipscomb, 52, was indicted on one count of bribery. Holton did not return messages left at her office, and no one answered the door at...
