With some trepidation after recalling past troubles, Anne Arundel's school board last night gave the go-ahead for a new charter school. "There are plenty of folks in this state in leadership positions who are hostile to charter schools," board member Vic Bernson told officials from the nonprofit Children's Guild, which is starting Monarch Academy.
