"There's nothing in the statute that discusses a (midterm) vacancy," said Josh Greene, chairman of the School Board Nominating Commission, which vets candidates for Gov. Martin O'Malley's appointment under a new law passed in 2007.
"It just says the commission will nominate and the governor will appoint."
