Paula Haley of Pasadena criticized a program at High Point Elementary School that awards a popcorn party to classes that achieve 97 percent or better attendance in a given month.
She said she's one of about 10 parents who expressed concerned after they were asked to coordinate the parties.
"We were all appalled," said Haley, noting the H1N1 virus has kept many students out of school.
