After years of lagging behind in almost every category, always following the precedents set by other states, the Maryland racing industry and the politicians who govern it might be considered poster boys for getting ahead of a problem that has now become an extremely dangerous situation. With some shoving and kicking, Maryland's racing leaders averted one of today's problems more than two decades ago.
