In a Nov. 5 letter to County Executive Janet S. Owens, hospital President and CEO James R. Walker asked the the county to donate $200,000 a year for five years. The hospital would use the money for its $110 million expansion of its emergency department and a new five- or six-story patient care tower. The tower would house the hospital's first obstetrics center if state regulators approve.
