Ms. Moyer plans to introduce a bill tomorrow in the City Council to raise hourly rates at two city-owned garages by 25 cents and double the hourly charge for meters to $1. The increases could net as much as $1.5 million annually, money that Ms. Moyer wants to apply toward enhancing downtown shuttle service from Navy-Marine Corps Memorial Stadium. She wants shuttles to run every 5 minutes. The cycle now is 10 to 15...
