The Oak Hill resident said Verizon contractors descended en masse on May 23, ripping through yards as they installed new fiber optic technology. Ms. Kirk said she never asked for the upgraded technology.
"What gives them the right to come in and do this?" she said. "I didn't ask for Verizon to do this. I've heard of neighbors with power lines lost, with Comcast gone out, with water lines out."
