County police yesterday charged Prince George's County's chief public health officer with animal cruelty and neglect, five weeks after Animal Control seized sickly miniature horses and dogs from his rural Harwood farm. Dr. Frederick J. Corder, 52, of Bowie turned himself in at the Southern District Station in Edgewater yesterday afternoon, spending several hours in jail before posting $100,000 in bail. He faces up to three years in prison and $5,000 in fines if convicted of the two top counts of aggravated animal cruelty, both of which are felonies.
