When Phillip Hill's diabetes got out of control, he couldn't work his shifts at McDonald's and Sam's Club. When he didn't work, he lost his insurance. And without insurance, he couldn't see a doctor, and could barely get out of bed. It was only when he dragged himself to the Annapolis Outreach Center that he was able to rein in the disease. The free clinic at the Stanton Center, staffed by volunteer doctors affiliated with Anne Arundel Medical Center, has been preventing patients like Mr. Hill from being swept into the cracks in the health-care system for more than 10 years.
