As outgoing Superintendent Eric J. Smith heads for the exit door, the teachers union is trying to ensure that it hits him in the backside. With barely a month remaining until he leaves Anne Arundel County schools, union leaders plan to hold a no-confidence vote to express their displeasure with his policies. "We still have issues," teachers association President Sheila Finlayson said. "I mean teacher workload is increasing, and no effort has been made to alleviate it.
