Holding back tears as she stepped to the microphone at last night's City Council meeting, a distraught Ellen Scott wasted little time in demanding that aldermen annex her Annapolis Neck Road neighborhood, rescuing it from the county's neglect and misuse.
Like many others in the crowd who recounted similar tales of frustration, Ms. Scott said her 87-year-old mother couldn't bathe because the county refused to provide her neighborhood with clean water and a functioning sewage system.
"We're tired of being shut in like rats!" said the 54-year-old, pounding her fists against the wooden lectern in a fit of desperation.
