The 18-month-old Akita mauled the Millersville boy as he dangled a bone on Jan. 29. To get Harley out of the pound, his owner, Jennifer Schriver, has to take out $300,000 in dog bite insurance.
But the Riviera Beach woman said she can't find anyone willing to insure Harley. So last week, she asked the county Animal Control Commission for a waiver.
"If I don't keep him, I know what's going to happen to him," she said. "And I won't let that happen."
