EDGEWATER - An effigy of an African-American man was hung from a pedestrian bridge over Route 2, county police said
Classified by police as a "racial incident," not a hate crime, the head of the effigy was made of a milk jug spray-painted black on the front. The body was mostly straw stuffed inside a sweatshirt and a pair of jeans.
"It appears their intention was to make it look like a black person was hanging from the bridge," said Sgt. Shawn Urbas, county police spokesman.
