Long the kingmakers in county politics, Democrats can't be blamed these days for feeling like the king's fool. The latest setback came last month, when the county Democratic Central Committee failed to field a full slate of County Council candidates. Two years ago, President Bush carried Anne Arundel County despite losing Maryland. And a majority of county voters in 2002 helped to make Robert L.
