The Annapolis man arrested Saturday in the murder of a man near a liquor store went there intending to rob Hispanics, city police said. Tony Tahzay Brown, 20, of 112 Old Solomons Island Road, was arrested Saturday and charged with first- and second-degree murder and the use of a handgun in the killing of Jose David Martinez. The 36-year-old man was shot in the wooded area near Parole Liquors. City police officers from the Annapolis Special Emergency Team and city detectives arrested Mr. Brown at his home shortly before 5 a.m. without incident.
