Alderman Josh Cohen's District 6 County Council victory will spark a special election to fill his empty seat on City Council. And even though no filing period has been set, at least two residents from Ward 8, which has spawned politically successful aldermen in Mr. Cohen and Mayor Ellen O. Moyer, have expressed interest in becoming the next representative for the Eastport area. Democrats Ross Arnett, president of the Eastport Civic Association, and Paul Foer, a former city employee, have already started piecing together campaigns to become the next alderman.
