County Executive-elect John R. Leopold announced this morning that Deputy Chief David Lane Stokes Sr. will take the top job December 4.
As part of the same announcement, Mr. Leopold also named Alan Friedman the county's government relations officer - essentially a lobbyist for the county before the General Assembly - and Andrea Fulton the county's personnel officer.
