Wagner plant - which sit side-by-side on Fort Smallwood Road - will undergo multimillion-dollar construction projects in the next few years if regulators approve the plans. "The whole purpose is to meet the Healthy Air Act," said Bonnie Johansen, a government and public affairs specialist for Constellation.
