The County Council last night made sweeping changes to the Board of Appeals, replacing four of seven members in a move that could change the fortunes of those who seek variances to zoning rules.
The council had been under pressure from environmentalists to shake up the board, a semi-judicial body charged with hearing appeals of county administrative decisions, most of which deal with land use.
