What began as a slow election day for residents of two Annapolis wards never picked up steam, resulting in only about 16 percent of the more than 5,000 registered voters hitting the polls yesterday. Photo no longer available

Conley in the special general election Jan. 30 to fill the seat left by Wayne Taylor.Call it a holiday hangover, apathy or just plain forgetfulness - but any way it's sliced, only 815 people of the 5,172 registered voters showed up to vote in the special primary election for wards 4 and 8. The number of voters trickling into the four polling locations was so slow, there was one hour when only two voters showed up to the American Legion Cook-Pinkney Post 141 on Forest Drive in Ward 4.
