Baltimore's new look at death cases
TOWSON - Baltimore County's new state's attorney is trying out a new approach in a county known for aggressively pursuing capital punishment, emphasizing the circumstances surrounding crimes before making a decision instead of seeking the death penalty for nearly every eligible case.
