On the surface, the County Council’s unanimous vote last night approved a small personnel policy change. But to retired firefighter Keith Feen, removing the disability pension income cap brought liberation. “To live under the cap, I’m rubbing two nickels together,” said Mr. Feen, who said he supports a family of four in Severna Park on only $52,000 a year because of the county rule. “I would like to earn more than the cap, but I’m not going to work so that I can pay the county money,” he said.
