The consensus sought by Gov. Martin O'Malley on a budget plan is unlikely to happen, legislative leaders say.
Recently, Mr. O'Malley said he is working toward getting everyone on board with a strategy to tackle the $1.5 billion deficit by the end of September. Once he does, he wants to call a special session of the General Assembly.
But the highest-ranking members of the General Assembly - Senate President Thomas V. Mike Miller, Jr., D-Calvert, and House Speaker Michael E.
