Experts said the case against a Baltimore City judge allegedly involved in environmental crimes may not have been delayed by authorities.
Rena Steinzor, an environmental law professor at the University of Maryland, said that investigations of environmental crimes frequently drag on as lawyers gather enough evidence to ensure they a solid case.
