One alderman wants to give the city administrator more power to handle the day-to-day duties of running Annapolis, from hiring and firing employees to handing out pay raises.
But Mayor Ellen O. Moyer said the changes to the charter would impose a "gag rule" on future mayors and create what she calls an "adversarial government."
Alderman Richard Israel, D-Ward 1, said he will introduce a charter amendment during the City Council meeting Monday to strengthen the role of the city administrator - a position currently held by Bob Agee.
