For the third time in three years, a new group will take over the party plans for Annapolis' family friendly, alcohol-free New Year's Eve celebration.
Following a floundering First Night, the city took over the annual year-end celebration to ring in 2008, but now a new organization, New Year's Annapolis, has asked the City Council if it can take the lead for the next five years.
Last month, Mayor Ellen O. Moyer introduced a bill giving the group a five-year lease, adding that the city would no longer be throwing the party.
